I'm seeing a lot of people mentioned that the vault should of opened up an hour later. Based on what the banner on the vault showed, 3pm PDT it definitely should have opened an hour later. The problem is the person who made the banner screwed up and should have put 3PM PST, not PDT. That's pretty crappy. I hope this helps clarify what happened today.
