Anyone else not able to save any changes to personalization? No background or avatar work, nothing. Not even in app or on the website.

You need to use the Save button just under your Preview, not the button at the bottom of the page. That being said, there is some sort of glitch, that will continue to show you the old border on the Control center page.

Recent find for me too. BTW, if you have the border issue, you can log out and log back in. It will then be refreshed across the site. Cheers!
