I don't know, especially when they are literally new accounts. I am pretty sure sometimes it's because ARP are refunded when mistakes happen, for example with merchandise but with new accounts, no clue.

When it's brand new accounts, it's probably an external source (that creates a new account to deposit the points in), or test dummies from the admins. Either way, we've been told they're not fraud, but no one knows exactly wtf they are. :<
