Just try to place an artifact is already activated on it's same spot, so you will be able to finally do it. Don't worry, you will not lost you move by doin it.

Yours are all unlocked. So waiting is pointless. Upgrade something that is fully upgraded and then try to equip a new one.

Had the same issue yesterday but when I woke up this morning, all my artifacts were unlocked without me doing anything special.

I tried upgrading my fully upgraded pn295 and the slot now magically unlocked lol, I was finally able to equip it again

I had the same issue. Now I tried to upgrade my already activated artifacts and they all got unlocked... damn webside
