I think that Dota 2 and Team Fortress have a bad with license. You need to watch hours in your profile Steam. If it's are not there - it's a bug

<mention>boghi8462</mention> There is no free license that is going to solve it this time. You need TF2 premium license which you can get by either buying the Orange Box or buying a cheap item like Tour of Duty Ticket from the in-game shop.
