My ARP is still 0 after being onsite doing numerous things for hours.
Is there something broken in the system today?

yes, i have the same issue too... i collected magic the gathering +25 arp rewards, did my time on site and twitch, but still see as 0 ARP gained today. Also re-logged and still the same

Several hour delays are common. Today is one such day of delays. You'll get the ARP eventually, usually.

I must have messed something up at the start of the steam event.

Ditto here. Been logged in and out several times since midnight (my time - US EST). 0 for ARP Earned Today, even though my Time on site is maxxed. Also, no acknowledgement of Fallout progress yet. The night is still early, though.
