You should message support to check if this issue is intended. If you don't get a proper answer, maybe you can check where this game is avaible and find a good trade. Is the whole collection remastered after all.

@LaNeTH, did you get 1 whole steam key for the whole Tomb Raider Bundle, or 2 separate steam keys for both of the games?

It is a single key for the bundle.
