Those are Community Giveaways, the keys are auctioned by members of the AWA community. Place a bid, and if it's the biggest at the end of the auction, you win the key.

There's still the option to make the standard random draw giveaway, but because AWA put a 100 ARP reward only for the auction giveaways, those are the only giveaways getting made

Out of curiosity, I've tried it. Blind auction. Didn't lose ARP when I entered a bid amount. Makes sense since the person who wins it would spend that amount.
