Probably local laws regarding competitions or difficulty in tracking/cost of delivery. Maybe they just don't like you.

It's only available for a few countries and what sucks for me is that just like what Canada is to the US, New Zealand is to Australia....just like that is it with my country and Germany and still Austrians can't participate.

@RaPtUrA - Well, being near each other does not mean that two nations have the exact same laws. You can even find USA residents complaining about their state being excluded from a USA promotion, but it's due to some local state law.
