It doesn't look like it. Valve actually expects people to use points for that junk. They're truly lost the plot.

They do, depends on the event though. Some of the peeps here actually makes posts when they do.

They gave one of those just last week. Wargaming 2025 advertising.

They just had stickers for their Animals as well as Sports Games events but they're not free anymore and cost points. :'(

yes first they removed getting trading cards from completing queue everyday on seasonal sale and replaced it with free border, emoji, avatar, etc. now they also removed that and just straight up selling it with points

there is several times where there's a featured livestream in steam store page in which they gives out these cosmetics(notably doom dark ages and wargaming), but it rarely happen. and there's one time on chinese steam event

Imagine when even digital crap freebies is too much for billion dollar companies to give to their customers to make them buy stuff...
