you wait until you get new artifacts. You're still missing quite a lot of upgradable ones.

You could spend 2 Fragments to upgrade Scion of Light to earn an extra +1 ARP for Twitch. Beyond that you just save them until you get another Artifact you feel is worth upgrading.
