Well, that's false advertisement on their part now since it shows there are card drops on their page.

The game per se drops cards so no false advertising. If a game with trading cards is given away for free for a limited time on Steam this feature is deactivated for this time normally. 

Somehow they missed blocking the card drops as the game went free for a limited time. A few hours into the free period they became aware of their "mistake" and fixed it.

I've been on Steam for more than a decade, so I know a bunch of the ins and outs. I have seen quirky things.

The base software has card drops on its page too. It's F2P last I checked. I also know that based on what I have, I can't get card drops. And for starters, one of them is a paid DLC in store.

While it's possible it's there because paid DLCs get card drops, the only exception to what is offered here is that it was deliberately free DLC and it also shows on the page it has card drops. So there is a conflict here unless at some point they're gonna make it free to paid. But in situ, the tag is there while people are locked out because of some "mistake". I'm thinking there weren't supposed to be card drops at all (unless that's in the future), but for the time being, it's still false advertisement.

Until then you could get the trading cards as I and others can confirm. Complain to Steam or the developers if you're thinking your consumer rights are violated I'm only the messenger.
